I would lose fat first, then gain muscle. At your height, you want to be lean so you’re quick!

Yeah you need to lean up a little bit first at your height, then put on some muscle. Doing both at the same time only really works when you’re just starting, after that it’s usually one or the other to be effective.

Adding muscle will increase your metabolism thus increase the rate at which you burn calories. Do both as you’ll need good cardio for this sport, but be aware that adding muscle will increase your rate of fat loss.

Eat right… veggies… protein, and complex carbs…
stay away from fat, sugar, and too much salt… no soda…
drink water… and milk…

Since muscle helps you to burn calories, then adding muscle will help you more (because it will also help you lose fat). You definitely need a mix, though.
I suggest doing circuit training in which you lift lighter weights for more reps in one exercise, then move directly on to the next exercise with no or very little rest between them.
Also, a couple of good exercises that not only help you build better strength for basketball and burn more calories to help lose fat are:
Squats
Lunges
Bench Presses
…pull-ups, too, but it doesn’t sound like something you’ll be able to do at this point, if you have access to assisted pull-up machines, though, then start doing assisted ones.
